While the Infinity Stones each possess incredible power capable of changing the Marvel Universe in unexpected ways, the most powerful gem among them all is even more extreme. In the Infinity Wars event from Marvel Comics, the truth behind the Soul Stone was revealed, as its powers, which include a monster that is capable of destroying and creating entire new realities, are unmatched.
The Infinity Stones are collectively the most powerful items in the known Marvel Universe, as their combined powers allow the wielder to shape reality to their desire. The Time Stone, Space Stone, Power Stone, Soul Stone, Mind Stone, and Reality Stone each grant different universe-changing abilities to whoever possesses them individually. When combined within the Infinity Gauntlet, they grant the wearer near-immeasurable powers. However, while each Infinity Stone can accomplish amazing feats and displays of power, the Soul Stone has a strong case for being the most powerful of the six.
In the Infinity Wars event from Marvel Comics by Gerry Duggan, Mike Deodato Jr., Frank Martin Jr., and Cory Petit, Gamora (disguised as Requiem) sets out to investigate the Soul Stone, having learned that it duplicates the soul of everyone who wields, containing them in a hidden reality called Soul World. Gamora trapped many Marvel heroes within the Soul Stone in an attempt to feed Devondra - a monster which consumes the souls of Soul World, and can create an entire new reality when it's eaten enough. While the reality gem can change reality around the user and the time stone can alter past events, no other stone comes close to the capability to create an entire new reality.

Gamora's plan was eventually foiled - though the resultant Warp World is still in existence - but Infinity Wars showed that the Soul Stone had always been a device of unbridled cosmic power, whether wielded by a skilled individual or not. While other stones become more powerful depending on who is using them, the Soul Stone is playing another game entirely, as Soul World is already a whole world in itself. Devondra's powers actually broke one of the major rules of the Infinity Stones, which are otherwise totally unable to influence anything other than their home reality - and can even shatter when they come into contact with another. The Soul Stone transcended this limitation with the ability to create a new reality where its power was even more intense.
With its power to control souls, manipulate life and death, host an entire universe inside the Soul World, and host a being capable of creating an all-new reality when fed enough souls, it's hard to argue that the Soul Stone isn't the most powerful Infinity Stone. Of course, the Power Stone, Reality Stone, and other Infinity Stones are nothing to scoff at, but the Soul Stone's collective abilities make it the one gem that is the strongest overall.
